One thing I am not sure of is the exclusion of C/AS1 for post fire stability
In order to achieve the post fire stability (or structural adequacy), surely even a C/AS1 house wall which needed to be fire rated due to its location to the boundary would need to meet the post (and during) fire stability and hence the 0.5 kPa or equivalent in order to protect other property.
A single level house built to NZS 3604 already has the stability designed into it. A two level house to 3604 is a bit harder to justify but very expensive to comply in comparison to the rest of the house build costs.
